Bids are hereby invited for the appointment of a service provider to provide debt collection services on overdue accounts for a period of 24 months. Scope: The successful service provider will be required to collect all outstanding CSOS levies, from registered schemes in South Africa (across all nine (9) provinces), which includes but is not limited to: – Tracing the physical location of the community scheme. – Establishing the accurate amount owed including interest where applicable by each community scheme. – Follow up on debtors’ accounts due over 60 days (about 2 months) and above. – Issuing letters of demand in relation to the CSOS debt. – Expeditiously take necessary steps and institute relevant legal proceedings to recover any outstanding CSOS debts as well as the recovery of costs awarded in favour of the CSOS. – Document all debt collection judgments given for CSOS to action. – Advise on prospects of successful recovery for each Scheme. – Providing regular updates on the arrears and collected amounts monthly. – Concluding payment arrangements and/or settlement arrangements with defaulting community schemes in line with CSOS policies. – Follow up on payment arrangements. – Tracking and monitoring payments made by community schemes until the outstanding levies are paid in full. – Ensure that all CSOS levies collected are paid into the designated CSOS bank account. – Recommend debt write-offs in accordance with CSOS Policies and necessary standards applicable to CSOS. – Submit a list of all possible summons to be issued to the CSOS legal services. – The Service provider should have an end-to-end system that caters for all debt collection functions. – The Service Provider must further provide weekly and monthly progress reports to the CSOS, which include the information. – Any Management Reports required by the CSOS on an ad hoc basis.
